Quick answer: Tag+ supports 63 file extensions, and Rate+ supports those extensions plus MP3. Folders can also be tagged and rated on compatible drives. Storage depends on the format and installed property handler: metadata may be embedded, kept in a sidecar, or stored in NTFS streams. Search filters require indexed locations and match files, not folders.
Supported file extensions
Tag+ supports the following extensions. Rate+ supports the same list and also .mp3. A listed extension does not remove the storage requirements below; installed Windows property handlers can also affect behavior.

Folders can be tagged and rated on drives that support the required metadata storage. Folder overlays can show the result, but folder tags and ratings do not appear in PPP's file search filters.

A file format can contain metadata without Windows exposing an editable Tags field. File Explorer and Windows Search need a property handler that reads and writes the relevant properties.
Copying, cloud sync and backups
Copying with File Explorer between NTFS drives normally preserves attached streams. Copying to FAT32 or exFAT, emailing a file, or uploading it through a service that does not preserve streams can lose stream-based tags and ratings. Do not assume every backup, archive or sync tool preserves them.
Embedded metadata stays with the file unless another tool strips or rewrites it. A sidecar must be copied with its file. Before relying on a workflow, tag a sample, copy or sync it using your usual tool, and inspect the destination.
Finding tagged files
PPP's navigation-pane filters query the Windows Search index. The file's location must be indexed, its metadata must be readable, and the index may need time to update after a change. These filters match files, not tagged folders.
File Explorer can also search unindexed folders. That is different from querying PPP's indexed filters and can be slower or depend on the search options.
